Abstract: The article analyzes the relations of the subjects of personnel potential of an industrial enterprise (for example, its subdivisions). Fundamentals of system approach to the analysis of industrial relations in the system of human resource capacity These ties are aimed at implementing the concept of sustainable development of the enterprise. An approach to the formation of data communications systems and subsystems of human resource capacity of enterprises using the apparatus set-theoretic analysis, graphs and matrices. He is the creation of an appropriate information base of the expert system of personnel potential, develop the necessary algorithms and specialized databases.
