Abstract: The article considers the problems and issues of increasing the efficiency of the use of human capital in modern conditions. For this purpose, the essence and content of the main directions of using human capital for the benefit of society and the economy of the country is analyzed. The role and importance of human capital in accelerating the development of social and economic activity in the country is considered. The institutional problems of the development of the reproduction of human capital are singled out and its impact on economic growth and the welfare of the population is assessed. The problems of reproduction of individual and public human capital of the postindustrial economy, formation of corporate institutes for managing human capital development are investigated. The importance of human capital in the new system of social and labor relations in the context of global economic challenges is considered. The importance of the development of the education and healthcare system, the social infrastructure network for the development of human capital and the realization of human intelligence, abilities and other individual benefits is noted. The role of human capital in intensifying the application of innovative processes and expanding the innovative activity of the national economy, increasing the competitiveness and image of the country in the system of the international division of labor is assessed. The formation and use of the human capital of Azerbaijan within the framework of the implementation of the priority goals of the strategic road maps for the national economy and its main sectors is considered. In the end of the article a number of proposals and recommendations on improving the efficiency of the use of human capital in modern conditions are generalized.
