Abstract: The transition of Russia to the market system of management has entailed essential changes in conditions of economic activity in rural areas with everything that it implies: disorder of collective farms and state farms, privatization, impoverishment of peasants, unemployment rise, etc. Nowadays there is a necessity to improve the economic mechanism of development of regional subjects of agrarian management, to increase the efficiency of state participation through regional target programs of regulation. In this regard the state program of development of agriculture and regulation of markets of agricultural production, raw materials and food for the period of 2013-2020 is analyzed in this article.
