Abstract: The results of analytic survey are presented to identify the reasons behind the essential electromagnetic background strengthening in large cities in the conditions of digital economy advance. It is shown that the main contribution to the background increase is made by cellular communication systems. This is due to the fact that they are the main component of the digital economy, for they provide wireless Internet access. The review of the result analysis of known studies on revealing the link between the increase in the number of radiating antennas of cellular communication systems and the population incidence are presented. It is shown that a significant change in the electromagnetic background requires an appropriate regulatory documents adjustment, as well as the constant electromagnetic monitoring.
