Abstract: The purpose of this study is to develop measures to improve the system of state support for small and medium-sized businesses on the example of one of the regions of the Russian Federation. Research objectives: 1) to reveal the structural and functional characteristics of the entrepreneurship system; 2) to determine the economic aspects of the formation of state support for small and medium-sized businesses; 3) to analyze the level of development of the sector of small and medium-sized enterprises of the Belgorod region of the Russian Federation; 4) to develop proposals for improving the system of state support for entrepreneurship in the region. The object of the study is the business support system of the Belgorod region of the Russian Federation. The subject of the study was the relationship between business entities and authorities in the system of state support of the region. The theoretical and methodological basis of the research is a systematic approach to the study of socio-economic phenomena and processes, the key provisions of the works of domestic and foreign scientists in the field of entrepreneurship, economic regulation, entrepreneurship support. Results: the problem of improving the system of business support is considered in the work from the positions of both normative and positive approaches to the analysis of economic relations, which allows you to most deeply understand the essence of the institute of entrepreneurship.
