Abstract: In the article the author marks the period of the Kokand Khanate, from which the process of formation of the criminal legislation on responsibility for crimes connected with the initiation of national, racial, religious or inter-regional enmity begins. In addition, this study concluded that inter-ethnic conflicts are prevented and responded to, that national unity is secured through inter-ethnic relations, that cultural heritage and ethnic diversity are maintained, that civil patriotism, tolerance and respect for differences through education, information policy, political, social and economic participation are priorities.
