Abstract: The article analyzes the development of personnel training in higher education, taking into account the needs, potential and resources of the economic sectors. The main directions of reforming high qualified personnel training system for innovation economy have been analyzed. In order to develop job creative ethics of personnel, it was suggested to increase the number of students in higher education and adopt the STEM system of education in accordance with the international experience.
