Abstract: The results of an analytical review of the known recommendations of the International Telecommunication Union on the broadband Internet access network deployment and application specifics in developing countries and countries with a low level of economic development are given, using African countries as an example. It is shown that the undeveloped economy increases the lag in infrastructure development and the development of the economy, instilling basic digital skills among the population, the deployment of networks in rural areas, the use of cell phones as terminal devices for access to the Internet. The example of construction of a subscriber network of broadband Internet access in rural areas of the Republic of Guinea is given.
