Abstract: the article describes the features of the formation of the competence model using the provisions of the theory of labor potential. The order and content of levels of competence, which displays the possibility of identifying individual characteristics of a person important for various aspects of the labor activity of an employee employed in the field of management, is showed. Possibility of creation of tools of formation of competence model, in which the orientation of professional training of workers is considered, is proved. The enumeration of components of labor potential, which gives a theoretical basis for the creation of organizational and methodological tools for the formation of the competence model, is presented.
