Abstract: The paper considers a mathematical model for study, forecast and decision making on the process of spreading harmful aerosol substances in the atmosphere. In order to derivate the mathematical model there were taken into account the main parameters affecting the process such as weather and climate factors, the terrain of considered region. Changes in the direction and speed of the wind are calculated by using the Navier-Stokes equation for the variables of vorticity-stream function. To conduct computational experiments, the proposed software was implemented as a software tool in the Borland C ++ Builder environment. The results of the numerical calculations are given in the form of graphic objects.
