Abstract: the article explores the issues of highlighting the concepts of need and interest in the views of John Locke. In particular, his work "the Study of natural law" theoretically analyzes the need for an important characteristic of biological and social systems, its role in public life, and its relationship to the concept of interest. In particular, the emphasis is placed on the fact that one side of objective social relations consists of a subject with its own needs, that is, people, and the other - of interests that are conditions for meeting these needs. The development of social relations is not only focused on the preservation and change of social conditions, which is one of the sides of these relations, but also on the formation of the subject and its needs, which is the other side.

Key words: need, interest, social system, objectively, human personality, social group, nation, social need, vital need, hierarchy, inactive interest, layer, tribe.
