Abstract: The article highlights the creation of a legal framework for the formation of civil society institutions in Uzbekistan. The issues of the formation and development of non-governmental non-profit organizations and the active participation of wide layers of the population in their activities are analyzed. Particular attention is paid in the article to the Presidential Decree “On measures to enhance the role of civil society institutions in the process of democratic renewal of society”, adopted on May 4, 2018, which served as the basis for ensuring the active participation of non-governmental non-profit organizations and other civil society institutions in large-scale reform at the current stage of development country.
