Abstract: In the first part of the article (see T&AS, 11 (115), 182-192), the evolutionary processes of the functioning of modern socio-political systems were considered. The second part is devoted to changing the structure of the labor part of societies while expanding the practical applications of science-intensive technologies, including NBIC technologies. An increase in the proportion of workers with a high level of intellectual potential during the formation of the precariat is shown. An increase in the number of individuals with discrete intellectual development is noted, which contributes to the manifestation of trends in the formation of an intellectual ochlocracy and a consumer society with a dominance of material criteria over spiritual ones. The formation of a civilization of an intellectual primitive is accompanied by an unjustified bohemianization of the elite, which contributes to the irrationality of socio-political systems development when justified within the framework of human-like permissiveness concept in all forms of its manifestation. The expediency is shown of implementing the principles of harmonization of the intellectual development of all members of societies with the use of scientific, artistic, educational, religious, national components.
